BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
In 2018, WFP re-established its presence in the Caribbean with an office in Barbados. The WFP Caribbean Multi-Country Office (MCO) supports 22 countries and territories across the English- and Dutch-speaking Caribbean. WFP Caribbean’s capacity strengthening programme focuses on vulnerability analysis and mapping; end-to-end supply chain management; shock-responsive social protection; food systems strengthening; and climate risk financing. In times of crisis, WFP works with partners to provide direct assistance when events surpass national and regional capacities by delivering food, cash or voucher assistance, or through emergency logistics or emergency telecommunications service provision.
The World Food Programme (WFP) requires the services of a Procurement Consultant to support the effective planning, and implementation of procurement activities in accordance with WFP procurement policies, procedures, and standards. The consultant will contribute to strengthening procurement operations and ensuring the timely acquisition of goods and services required to support programmatic and operational objectives.
In the context of WFP’s humanitarian mandate, the consultant will also play a critical role in supporting emergency preparedness and response operations. This includes ensuring procurement readiness for sudden-onset emergencies, natural disasters, and other humanitarian situations that require the rapid mobilization of food, non-food items, and operational support. The consultant will help ensure that emergency procurement actions are carried out efficiently, transparently, and in compliance with WFP regulations while balancing the need for speed, value for money, and accountability. Through proactive planning, market analysis, and surge support during emergencies, the consultant will contribute to WFP’s ability to respond quickly and effectively to the needs of affected populations and maintain the continuity of critical humanitarian assistance.
JOB PURPOSE:
The objective of this consultancy is to provide technical and operational procurement support to ensure efficient, transparent, cost-effective, and compliant procurement processes for food and non-food commodities, services, and works required by WFP.
KEY ACCOUNTABILITIES/RESPONSIBILITIES (not all-inclusive, within delegated authority):
Under the overall supervision of the Head of Procurement (or designated supervisor), the Procurement Consultant will undertake the following responsibilities:

Procurement Planning and Strategy: Support the review and implementation of procurement plans.
•
Market Research: Conduct market research and market intelligence activities to identify new vendors, assess supplier capacity to support informed procurement decision-making.
•
Development of Procurement Documentation: Collaborate closely with Business Units and Satellite Offices to prepare, review, and refine Scope of Works (SOWs), Terms of Reference (TORs), technical specifications, and other solicitation documents. Ensure procurement requirements are clearly defined, complete, and compliant with established procurement regulations and best practices.

Procurement Operations: Support and/or manage procurement activities from requisition to contract award. Prepare and issue solicitation documents including Requests for Quotations (RFQs), Invitations to Bid (ITBs), Requests for Proposals (RFPs), and Expressions of Interest (EOIs). Coordinate bid receipt, evaluation, negotiation, and contract award processes in accordance with WFP procedures.Ensure procurement actions are conducted transparently, fairly, and competitively.

Supplier Engagement: Liaise with suppliers, contractors, service providers, and other external partners throughout the procurement cycle (when required). Contribute to maintaining positive supplier relationships and promoting effective market engagement.

Knowledge Sharing: Provide guidance and technical support to junior procurement staff.
•
Emergency Response Support: Support emergency response operations. Participate in emergency response activities, as assigned to facilitate the timely
delivery of food assistance and related goods and services during emergencies.
•
Perform any other procurement-related assignments as required by the supervisor to support organizational objectives.
DELIVERABLES AT THE END OF THE CONTRACT:
At the end of the contract, the Consultant will be expected to deliver the following:
• Assisted with the procurement plans and updates.
• SOWs, TORs, specifications, and solicitation documents drafted and reviewed.
• Tendering and solicitation processes managed and finalized in accordance with WFP procurement policies and procedures, including preparation and issuance of RFQs, ITBs, RFPs, and EOIs, plus evaluation and awards finalisation.
• Procurement processes completed within established timelines and compliance requirements.
• Procurement performance reports and analytical summaries prepared and submitted.
• Recommendations for procurement process improvements documented and presented.
• Emergency procurement support provided as required.
QUALIFICATIONS & EXPERIENCE REQUIRED:
EDUCATION:
Advanced University degree in Economics, Commerce, Business Administration, Engineering, Legal or Accounting, or First University Degree with additional years of related work experience and/or trainings/courses.
EXPERIENCE:
At least 3 years postgraduate progressively responsible professional experience in Supply Chain and Procurement
• Experience with procurement activities (purchasing, vendor research etc.)
• Experience conducting cost analyses.
• Experience working with vendors or other partners.
LANGUAGE:
Fluency (level C) in both oral and written communication in the English Language.
