Hiring company: RecruitmentXperts Limited Source: LinkedIn JOB SUMMARY: The Chief Executive Officer (CEO) works in partnership with the Board of Directors to shape and advance the organization's strategic and business plans. The CEO is responsible for the continuous oversight of the Company's operational structure, staffing, and systems, ensuring alignment with the Company's vision and mission. This role also ensures the timely and successful delivery of strategic objectives, and requires strong knowledge of the cashless business and fintech/financial services systems and their delivery. As the principal spokesperson and public face of the Company, the CEO plays a lead role in building and maintaining relationships with all stakeholders. The position reports directly to the Board of Directors through the Chairman, and indirectly to the Ministry of Finance, Corporation Sole. MAIN RESPONSIBILITIES: • Mission, Policy & Planning – Works with the Board to set values, vision, and strategic goals; leads adoption of cashless and future-ready fintech technology across all sectors; accountable for Board-approved annual performance targets (service availability, transaction growth, cybersecurity resilience, financial sustainability, stakeholder engagement; strategic project delivery); leads national FinTech strategy development and implementation; builds domestic/international networks with various agencies to attract business and investment in financial services to Trinidad and Tobago; keeps the Board informed on company performance, general business management including risk management; ensures policies are implemented to guide the Company’s work in all areas. • Legal and Regulatory Compliance – Ensures legal and regulatory compliance including adherence to State Enterprises Performance Monitoring Manual, filing of legal and regulatory documents as required by Corporation Sole; compliance with payment systems, data protection, AML/CFT, cybersecurity, and financial-sector regulatory requirements); ensures effective Enterprise Risk Management is applied company-wide. • Governance – Works with the Board Chairman, Board, its officers, and committees to define roles and responsibilities to support effective governance functions; works with the Chairman to focus attention on strategic issues. • Management & Administration – Oversees daily operations and company stability; develops and implements standards and controls, systems and procedures; builds and retains quality staff; recommends staffing/compensation to the Board; ensures HR systems are in place, up to date and operational; assures appropriate policies are in place to guide the Company’s work in all areas. • Finance – Oversees fiscal activities and controls; ensures budgeting and timely submissions to the Ministry of Finance and the Economy; pursues initiatives for financial viability of the Company. • Development Agenda – Drives the country's fintech/digital transformation agenda; closes regulatory/procedural gaps; expands fintech adoption in public/private sectors; advances Trinidad & Tobago's "cashless economy" vision; develops mitigating strategies to identify impediments; leads development of secure, inclusive Digital Public Infrastructure (DPI). • Relationship Building & Stakeholder Engagement – Builds and maintains key relationships; acts as chief spokesperson and advocate; engages government, regulatory agencies, and private sector industry to promote legislative and regulatory policies. • Leadership – Demonstrates strategic leadership; manages continuity, change and transition; establish and achieve measurable goals; upholds integrity. • Succession Planning – Develops executive and management succession plans for long-term organizational sustainability and leadership continuity. BEHAVIOUIRAL AND TECHNICAL COMPETENCIES: • Political acumen • Ability to navigate public-sector environments while maintaining integrity and strategic focus • Stakeholder diplomacy • Ability to build consensus among government agencies, regulators, financial institutions, technology providers and international partners • Leadership (ability to lead during operational, cyber, reputational crises). ACADEMIC QUALIFICATIONS & EXPERIENCE: • First degree in Finance or Technology; MSc/MBA or related postgraduate qualification preferred. • Experience and working knowledge of the payments landscape and current FinTech trends (cashless systems) is highly desirable. • Minimum 15 years' relevant senior management experience and familiar with local business and economic landscapes. • Strong public/private sector network of contacts in Trinidad and internationally. • Full understanding of business development cycle; able to manage multiple and diverse projects.
