Job Responsibilities:
• Providing strategic direction and policy leadership for the national AEO Programme.
• Leading the transition from the Trusted Trader framework to a fully institutionalized AEO Programme.
• Developing annual work plans, operational strategies, and compliance objectives for the AEO Unit.
• Overseeing alignment of the Programme with the Customs Act, legislation, and GRA’s modernization initiatives.
• Representing the AEO Programme in meetings, stakeholder forums, and government-trade consultations.
• Guiding legislative drafting, Customs Act regulation amendments, and regulatory instruments required for AEO accreditation, suspension, revocation, appeals, and MRAs.
• Ensuring adherence to good governance standards, procedural fairness, transparency, and due process in all AEO decisions.
• Ensuring the proper processing, screening, and acceptance of AEO applications.
• Overseeing planning and execution of validations, including document reviews, onsite inspections, risk assessments, and staff deployment.
• Approving validation schedules, methodologies, and final validation reports before submission to the Approval Committee.
• Ensuring consistent application of the AEO Manual’s criteria A–M across all validations.
• Overseeing decisions related to deferral, rejection, or conditional acceptance of applications.
• Supervising ongoing monitoring, annual reviews, ad hoc visits, and 3-year reassessments.
• Ensuring proper functioning of the Compliance Improvement Programme (CIP) for operators requiring corrective actions.
• Making recommendations to the Approval Committee for warning, suspension, or revocation of AEO status.
• Any other related duties assigned.
Job Requirements:
• Bachelor’s Degree in Accountancy/Business Management/Economics, or any other related field of study, with a minimum of (3) years’ Customs experience. The successful completion of the Customs Officer I/II/III Programme is a mandatory requirement for this post.
• Comprehensive knowledge of the mission, mandate, goals, and objectives of the Guyana Revenue Authority.
• Comprehensive Knowledge of Tax Laws, Tariff, Harmonized rules, Customs Act, Standard Operating procedures and policies administered by GRA, and knowledge of Trade Policies.
• Comprehensive knowledge of the Standard Operating Procedures (SOP) for various tasks within the Law Enforcement Division.
• Comprehensive knowledge of investigation techniques, Interviewing Skills, and Intelligence Gathering.
• Demonstrated track record in intelligence work and firearms.
• Comprehensive Knowledge of TRIPS, PC, and Tax Applications.
• Integrity, professionalism, and organizational skills.
• Analytical, persuasive, and negotiating skills.
• Ability to organize, motivate, and resolve conflict.
• Effective oral and written communication skills.
• Report Writing Skills.
